There are two very general ways to paint wheels, whether they are polished alloy, brushed alloy, powder coated, chrome plated, or WTF ever! If they arent previously powder coated, painted, or chromed, use the first method. If they are go with the second method.
METHOD 1:
EACH WHEEL
1. cleaned with regular wheel cleaner (2 times)
2. coated with WHITE primer (2 coats, white bases better than gray)
3. PAINT with paint (2 coats, same 98 cent paint found in WAL-MART)
4. CLEAR COATED with the same brand paint (I used 1 layer, use as many as you'd like, for desired glossiness)
i later (2 months) stripped them down with aircraft paint remover (BE CAREFUL, ITS SOME STRONG SH*T!) and re-did the whole process to make them BLACK W/ RED LIP. Just mask off the tires or dismount them (whatevers' best for you) and paint. i used smooth strokes (about 10-12 away from the rim's surface and about 12-14 wide strokes across) to lay a good clean coat.

METHOD 2:
You don't need to primer the wheels.
1. Clean wheels.
2. Scuff wheels completely. (Use a brillo pad and remove the shine from the wheel)
3. Clean wheels again and let dry completely.
4. Spray on adhesion promoter. (only 1 can needed)
5. Spray on Wheel paint (I used dupliclor high perf wheel paint. Do not do light coats from 12 inches away. Do as heavy coats as you can without causing the paint to run. In other words, don't be afraid to spray it. Just be steady and consistent. Do a couple coats of this. You also don't need a clear coat. That's a waste of money.)
6. Let dry.
if the tires arent already dismounted, you can mask them off with some masking tape (the blue colored tape used for home painting jobs, its non-abrasive and wont strip any paint on the rim if you get tape on it) and some newspaper (i always try to use any paper with george bushs' face). use a couple layers of paper, its thin layered and you use thick paint, it'll will run thru and any over-spray is a bizz-otch too
OH, AND IF YOU HAVE RIMS WITH CENTER CAPS, PLEASE SPRAY THOSE SEPARATE FROM THE WHEELS! YOU'RE NOT GONNA WANT A CLUSTER-FUCK OF PAINT BONDING THE CENTER CAP TO THE WHEEL!
